Mandatory e-invoicing in Slovakia applies to approximately 960,873 active businesses and organisations. From 1 January 2027, each of them must receive e-invoices through the Peppol network via a digital postman (certified delivery service provider). Today, the network has 3,398 Slovak participants - 1,236 public and approximately 2,162 non-public.

We found 3,398 Slovak participants in the Peppol network
Some are listed in the Peppol Directory (public directory), while others are non-public - they are in the network but are not visible in the directory. We continuously search the Peppol network and public registers to determine the number of participants and their digital postmen.
How we calculate this: we aim to verify all active entities in Slovakia that are subject to e-invoicing, based on the RPO (Slovak Register of Legal Entities, Entrepreneurs and Public Authorities). We exclude discontinued sole traders and persons registered solely for income tax because their activity cannot be verified from the registers. We count each participant exactly once and supplement the Peppol Directory with participants found directly in the network. This gives us the broadest coverage and the most complete picture of e-invoicing in Slovakia. In addition, the Peppol network contains 84 entities that are no longer active in the RPO (Slovak Register of Legal Entities, Entrepreneurs and Public Authorities), such as discontinued sole traders - we do not include them in the figures.
A non-public (hidden) participant is in the Peppol network and can receive e-invoices but is not listed in the Peppol Directory (public directory) - typically, the participant was added to the network by its digital postman.
What is a digital postman?
"Digital postman" is the official Slovak term for a certified delivery service provider. Technically, it is an Access Point in the Peppol network that also holds accreditation from the Slovak Financial Administration (the Peppol Authority for Slovakia): it must be a certified OpenPeppol provider and also meet Slovak organisational and security requirements. The Slovak Financial Administration maintains the list of certified digital postmen, from which businesses select their provider on the Financial Administration portal.
For mandatory e-invoicing, your digital postman (certified delivery service provider) will register you in the network under the identifier 0245:DIČ - under the Slovak Peppol network rules (PASR), DIČ (Slovak tax identification number) is the only permitted identifier for an e-invoice recipient. The network also contains older registrations using other schemes, such as IČ DPH (Slovak VAT number), that predate the mandate (obligation from 1 January 2027); these fall outside mandatory e-invoicing.

What is a digital postman?
"Digital postman" is the official Slovak term for a certified delivery service provider for e-invoices: an Access Point to the Peppol network accredited by the Slovak Financial Administration. Businesses use it to send and receive e-invoices - invoices are delivered through the network, not by email. The digital postman registers you in the network under the identifier 0245:DIČ. The list of certified digital postmen is maintained by the Slovak Financial Administration on the Financial Administration portal (VPDS).
When does e-invoicing become mandatory in Slovakia, and who does it apply to?
From 1 January 2027, every legal person and every business must be able to receive e-invoices - including sole traders, members of liberal professions, non-profit organisations, self-employed farmers and landlords. From 1 January 2027, VAT payers must issue e-invoices for domestic business-to-business (B2B) invoices and invoices to public authorities (B2G). The obligation does not apply to consumer invoices (B2C); eKasa receipts of up to EUR 400 remain unchanged. This was introduced by the Slovak VAT Act (amendment 385/2025 Coll.), specifically Section 76a and transitional provision Section 85o. The system is expected to be extended to cross-border invoices from 1 July 2030.
What is an e-invoice, and why is a PDF invoice not enough?
An e-invoice is a structured electronic document - XML compliant with the European standard EN 16931 and using the Peppol BIS format in the Peppol network - that accounting software can process automatically without manual data entry. A PDF sent by email is merely an image of an invoice: software cannot reliably extract its data, and it does not qualify as an e-invoice under the law. You can continue to send a PDF as a supplementary document, but the obligation is fulfilled by delivering the invoice through a digital postman. If you use invoicing software that supports Peppol, such as Faktúry online, it will create and deliver the XML file for you automatically.
What is Peppol, and what does a Slovak Peppol ID look like?
Peppol is an international network for exchanging electronic documents, which Slovakia has chosen as the basis for mandatory e-invoicing. Every participant has a unique identifier in the network - a Peppol ID. In Slovakia, under the rules of the Slovak Financial Administration (PASR), it takes the form 0245:DIČ, for example 0245:2020123456, with the DIČ (Slovak tax identification number) entered without the SK prefix. The invoice travels from the supplier through its digital postman to the customer's digital postman and then to the customer; the data is also reported to the Slovak Financial Administration.

According to our measurements, there are currently approximately 3,398 Slovak participants in the Peppol network: 1,236 are listed in the Peppol Directory (public directory), while around 2,162 are non-public (hidden) participants - they are in the network but are not visible in the directory. We update the figures daily, and the charts above show how they have changed month by month.
How do I choose and register a digital postman?
You can choose a digital postman on the Financial Administration portal (VPDS) at vpds.financnasprava.sk: log in to the Financial Administration portal using just your username and password or eID, with no qualified electronic signature required, select the entity you represent, click "Select" next to the digital postman and confirm your contact details - it only takes a few minutes. Making the selection does not itself connect you to the network: the digital postman will contact you, you will enter into a contract, and only then will it register you in the network under 0245:DIČ. We recommend completing this process in 2026 so that you have time to test e-invoices before 1 January 2027. Users of Faktúry online can select a digital postman and connect their account step by step directly in the application.
Do I need a digital postman even if I am not a VAT payer or only receive invoices?
Yes. From 1 January 2027, the obligation to receive e-invoices through a digital postman applies to all businesses and legal persons, regardless of their VAT status - even if they do not issue e-invoices themselves. A non-VAT payer does not have to issue e-invoices but must be able to receive them when a VAT payer sends them as required by law. For a small business, a simple application provided by the digital postman or invoicing software with built-in delivery is sufficient - for example, Faktúry online, where received e-invoices appear directly among your documents.
Can I have more than one digital postman, and how do I switch providers?
You can only have one digital postman registered in the network at a time for receiving e-invoices, but you can contract with more than one for sending them. Switching digital postmen follows the standard process for migrating a participant between providers using a migration code - with no service interruption, and your Peppol ID 0245:DIČ remains unchanged. Making a new selection on the Financial Administration portal does not by itself cancel your previous digital postman; you must arrange the switch with the providers.
How much does a digital postman cost?
Prices vary depending on the type of solution, ranging from free plans for a small number of documents to flat monthly fees of several euros or per-invoice charges. A business issuing a few dozen invoices per month does not need an expensive system - an account in a digital postman's application or invoicing software that includes Peppol delivery is sufficient. Be cautious of "free" offers: they often include only free registration in the Peppol network or a limited number of documents, with the remaining cost built into a higher monthly fee or hidden charges. Peppol is a commercial network - digital postmen (Access Points) pay substantial amounts for licences, operations and development, so a completely free service can come with catches. Consider the total cost, integration with your accounting system, Slovak-language support and the contract termination terms.
What is a public or non-public (hidden) Peppol participant?
A public participant is listed in the Peppol Directory (public directory), where anyone can find them. A non-public (hidden) participant is also registered in the Peppol network and can receive e-invoices, but their digital postman has not listed them in the public directory, so they are not visible there. This does not prevent invoice delivery: registration in the network is what matters, not inclusion in the directory. This page counts both groups.
How can I check whether my customer or supplier receives e-invoices via Peppol?
Enter their DIČ, IČO (Slovak company registration number) or name in the search on peppol-id.eu. If they are in the network, you will see their Peppol ID (0245:DIČ), digital postman and registration date. The search covers both the Peppol Directory and the Peppol network, so it also finds participants who are not listed in the directory.
What if the customer is not yet connected to Peppol?
In 2026, delivery via Peppol is voluntary. From 1 January 2027, the customer is required to receive an e-invoice through a delivery service. If the customer is not connected, the Slovak Financial Administration states that the supplier fulfils their obligation by sending the invoice through their digital postman. Delivery will fail, but the supplier will have fulfilled their obligation. A customer without a digital postman risks not receiving invoices. Before sending an e-invoice, you can check your business partner using our search. In Faktúry online, the customer's availability in the network is checked automatically when the invoice is sent.
What penalties may be imposed, and how long must e-invoices be retained?
The Slovak Financial Administration may impose a fine of up to EUR 10,000 for e-invoice data that is not reported, is reported late or is incorrect, and up to EUR 100,000 for repeated breaches. No fine will be imposed if you immediately correct an obvious error or prove that your digital postman failed and the data was submitted without delay after the issue was resolved. E-invoices must be retained for 10 years in their original structured format (XML). A PDF alone is not sufficient.

Faktúry online is Slovak invoicing software that has been available since 2009 and can send and receive e-invoices through the Peppol network.
