Germany rises to 14th place in Peppol participants

Published October 17, 2026

Germany holds 14th place by Peppol participant count as of 17 October 2026, moving ahead of Finland in the country ranking. Germany has 14,810 participants, compared with Finland's 14,651, giving it a lead of 159. Finland now occupies 15th place, while several countries remain higher in the ranking.

The balance between the two countries has shifted over recent weeks. Germany had 12,958 participants 30 days earlier, when Finland had 14,386 and led by 1,428. Germany has since moved from that deficit to a widening advantage in the latest standing.

The figures count distinct Peppol participant identifiers, not companies. Finland registers many organisations under two identifier schemes at once, meaning its participant total overstates its company count relative to Germany. A ranking based on deduplicated organisations can therefore differ.

Germany is phasing in mandatory B2B e-invoicing through 2028 on a decentralised model, with Peppol widely used for transport. Finland gives businesses the right to demand structured e-invoices, widely exchanged over Peppol.

The latest totals place the neighbouring European markets close together despite their different regulatory frameworks. Germany's current margin remains narrow at 159 participants, but the comparison with the position 30 days earlier shows that the relative standing has changed over recent weeks rather than through a single-day movement.

Participants over time

Figures are based on the public Peppol Directory and SML/SMP infrastructure. Publication is not mandatory, so a provider or country may have more participants than are publicly listed. Methodology →
