Peppol in Germany
Germany is Europe’s largest economy. Because electronic invoices in the B2B sector can be exchanged using different formats and transmission methods, Peppol is only one of several available options in Germany. As a result, the number of participants registered on the Peppol network remains relatively low compared with the size of the German economy. How Peppol IDs work in Germany
Unlike some other European countries, Germany does not have a single national company identifier, so German participants may appear on the Peppol network under several identification schemes. To make usage more consistent, the German Peppol Authority (KoSIT) now recommends a default scheme for each sector.
For businesses, the recommended default is the German Electronic Business Address (GEBA) under scheme 0246, built from the company’s Business Identification Number (Wirtschafts-Identifikationsnummer, W-IdNr). As the W-IdNr shares the same value as the VAT number, GEBA registrations remain easy to discover. Public-sector buyers are identified by their Leitweg-ID under scheme 0204.
In addition, businesses may publish their VAT identification number (9930) or Global Location Number (GLN) (0088), with the IBAN (9918) as a fallback where no other identifier is available. The older scheme 9958 is deprecated and should no longer be used.
E-invoicing mandate in Germany
Since 1 January 2025, businesses established in Germany must generally be able to receive structured electronic invoices.
Transition periods apply to the issuing of electronic invoices. Until 31 December 2026, all invoice issuers may continue to issue invoices in other permitted forms. For businesses with previous-year turnover of no more than €800,000, this transition period continues until 31 December 2027.
From 1 January 2028, issuing structured electronic invoices for domestic B2B transactions will generally be mandatory, unless a statutory exception applies.
Common electronic invoice formats in Germany include XRechnung and ZUGFeRD. Peppol is one of several possible transmission channels and is not mandatory.
